The Palace of Parliament in Bucharest is a magnificent and massive structure with 1,000 rooms spanning 12 levels and 365,000 square meters of floor space. It has thick concrete walls, marble hallways, monumental steel and bronze doors, heavy velvet and brocade curtains, hundreds of crystal chandeliers, and carpets that would cover 28 soccer pitches. The Senate occupies about 40% of the Palace of Parliament, with the Chamber of Deputies and museums occupying the rest.
The Palace is also a wireless network engineering nightmare: a large-scale environment that absorbs Wi-Fi signals and creates radio interference, along with a high density of government officials, event attendees, and tourists.
“It is very difficult to deliver Wi-Fi in all the spaces,” said Carlo Manuel Papuc, IT Director for the Senate of Romania.
With slow and limited Wi-Fi coverage, the Senate wanted to upgrade to a high-performance, secure wireless network to meet the needs of the nation’s legislative branch and the public.
The Senate deployed Juniper’s AI-native networking platform to manage their wireless access, covering 146,000 square meters indoors and 60,000 square meters of gardens.

On a typical day, 800 to 1,500 Senate employees and 500 tourists use the Wi-Fi at the Palace. Events at the international conference center may have 2,000 attendees. Mist’s AI-native networking delivers exceptional Wi-Fi experiences in the monumental building and across expansive gardens while the IT team has greater network visibility and control.
Wi-Fi for government and tourism
Senate committees, plenary sessions, and working groups can simultaneously stream broadcast-quality audio and video. Conference attendees, tourists, and other guests can gather and have fast, secure access to their applications and data.
Great Wi-Fi brings new possibilities, too. “We are creating an augmented reality app to bring to life the old city that was destroyed during Ceaușescu’s era to build the Palace,” said Papuc. “People will be able to explore these memories through our augmented reality headsets.”
AI-native security safeguards network access
Mist brings AI-native network security to protect Senate officials, museums, and guests from cyber risks. IT can easily detect and locate unauthorized rogue access points and clients within a controlled perimeter, even after business hours.
The Mist platform supports the Senate’s compliance with NIS2, the expanded European Union Network and Information Security Directive, which is expected to be ratified into Romanian law in 2025.
